Expert witness services are available for families seeking expertise in school psychology, applied behavior analysis, and the intersection between the two.
Drawing on experience supporting hundreds of students and schools with significant behavioral challenges, I bring nearly two decades of ABA practice across both clinical and educational settings. This dual perspective allows me to clearly distinguish between clinical and school-based needs, and to translate those differences into clear, actionable recommendations.
I bring a track record of leading district-wide training in FBA and BIP procedures, deep knowledge of goals and placement decisions that comes from participating in a variety of teams, extensive experience interpreting policy to protect student rights, and a strong grounding in ethics and education law, with a particular focus on disciplinary decision-making that both safeguards student rights and improves school safety.
Having sat on both sides of the table, I can offer insider expertise that supports compelling, grounded testimony. My goal is to ensure students' rights are protected, and they receive the services required to achieve appropriately ambitious goals in their least restrictive setting.
Expertise in Applied Behavior Analysis and Education
With nearly 20 years of experience in behavior analysis and education, Dr. Grubb leverages advanced training with every day experience working in public schools to provide the real-world insights needed to improve outcomes.
Dr. Laura M. Grubb is a school psychologist, BCBA-D, and licensed behavior analyst (Maryland) with extensive experience supporting students from preschool through high school across public, nonpublic, and clinical settings. She currently serves as the district-wide Behavior Consultation Team Lead for Baltimore City Public Schools, and adjunct faculty and professional fieldwork supervisor at the Johns Hopkins University. Dr. Grubb has specialized expertise in behavioral assessment and intervention, MTSS, special education, and systems-level school support, with a strong focus on evidence-based and trauma-informed practices.
Active in public policy and professional advocacy, Dr. Grubb serves as 26-27 President-Elect and Legislative Committee Chair for the Maryland School Psychologists’ Association. She has presented nationally on school psychology and applied behavior analysis and has authored peer-reviewed publications in behavior analysis and education. Dr. Grubb holds a Ph.D. in Educational Psychology (Texas Tech University) with a specialization in School Psychology, as
well as graduate degrees in Special Education (Texas Tech University) and Applied Behavior Analysis (University of Maryland, Baltimore County).
